investigation. search and rescue crew are combing devil fly tonight looking for any sign of a missing couple whoses car was found off highway 1 parked near the popular hiking area. billy and colleen water man of palm desert were reported missing three days ago in riverside county. tonight colleen daughter just told us that san francisco police told her that they were investigating a homicide that they believe the victim might be her mother. there is no word on the whereabouts of billy water man. this is video from sky 7 hd as sheriff's deputies san mateo county harbor patrol search the water and rocks below devil slide for any evidence at all. traffic has been shut down in both directions along highway 1 as crews conduct the search. deputy say they found the couple car empty and illegally parked on highway one earlier today. we have crew on the scene. we'll bring you more information as it develops this evening. well now to egypt. people there held their breath today

and the world wachltd it appeared after 17 days of protestors would get their wish that president mubarak would give up power after 30 years. but hope quickly turned to fury and frustration. here's terri in cairo. >>reporter: among the fast crowd in the square tonight the reaction to president mubarak speech was instantaneous and furious. even as still speaking the crowd took up one word revolt. leave. leave. but mubarak made clear one thing. he's not going anywhere any time soon. jeans i will be responsible for changing the constitution he said in a televised speech to the nation. he add he would say in office until september. to assure stability and smooth transfer of power he added. that and mubarak announcement that he was delegating some of his

presidential powers to his hand picked vice president omar sul man. all came as crashing disappointment to the protestors. then vice president sul man took to the airway to reassure the country that change was really under way. let's work on this together he said adding people of egypt go back to your homes. that's not likely. in the square there were no longer listening. many were marching. some headed for the presidential palace. some for egyptian tv. these were the latest chaotic moments in a wild day in cairo. earlier an amazing moment that seemed for a time today to mark the triumph of the revolution. general one of the country highest ranking officers made his way to a platform and spoke to the crowd. many tonight he told them all your demands will be met. everything you have said will come true. as he

about what is absolutely clear is that we are witnessing history unfold. >> i got the same information you did. that there is strong likelihood that mubarak may step down this evening. >>reporter: cia director and president obama about said the administration clearly expected him to step down today. but mubarak again confounded expectation by revving to leave office. the white house has been putting a lot of pressure on mubarak to resign immediately. but in today's speech and in what many say is a direct snub to president obama, mubarak said he's staying put. more now from about abc christiane. >> what i found extraordinary today was his that his speech he directly addressed the people of liberation square. he talked directly to them and they talked directly back to him with that roar of disapproval. after his speech. it's a real sort of interesting dialogue that is going on right now. between the leadership and the people

immediately and the u.s. hasn't threatened to withhold it annual billion and a half in financial aid. >> how we get from here to there is for the people of egypt to determine. it's not something that can be impose from outside. >>reporter: ambassador rice says it is clear the people in the square are not satisfied with what they heard from mubarak. from reports we received they also aren't happy that the united states has not issued a stronger stand on their behalf. >> i think it's hard to know what the people in the square or the people in egypt really want. >>reporter: are you saying you doubt that they would rat the u.s. take a stronger staichbilityd what i am saying their voice matters most. we have been very clear that this is a transition that needs to be begin now. it needs to be pro-it needs to be orderly but it needs to be genuine and has to include all the forces n.e. jiption society that constitute the multi-faceted opposition. beyond that the united states to dictate exactly the path way is i this think is counter productive and is not going to

be determined. >>reporter: tomorrow anti-mubarak forces are calling for labor strike. 20 million people in the streets across he jichlt it could be a massive escalation in the standoff. in the newsroom, abc 7 news. we are following what is happening in egypt very closely on line and more on abc 7 news at 11:00. but we move on to local news. there is a new move to increase california car tax. state senator leno will raise money for local government through vehicle license fee. approximately we are now on how it will work and who is already lined up against it. >>reporter: local government have been having a tough time funding services like public safety and social programs. now state senator mark leno wants to give counties the authority to raise your vehicle license fee better known car tax to keep programs going. if it becomes law two-thirds of the board of supervisors must approve putting the tax hike on the ballot then simple majority of voters in the county need to okay it. >> we are just giving a tool to

counties they don't currently have in the mid of the worst financial crisis we have seen in 80 years. >>reporter: california car owners are already temporarily paying a higher car tax to help state weather the financial crisis. it is now over 1% of the vehicle value. under senator leno proposal counties could nearly double the rate up to 2% and keep the difference. say you have a honda worth 2 20,000 dollars. you currently pay 230 dollars a year. the county could increase that to 400 dollars. republicans are lining up against it. >> we don't really need to raise taxes to solve our problems. there are other solutions like making government work an awful lot better. >>reporter: the car tax has always been unpopular with california an. in the last two years voters rejected both effort to raise the blf. even if it meant saving state parks. car owners here at this dmv don't like the idea of giving more agencies the authority to

raise your vehicle license fee. >> no i don't think so. need to keep it lower. we can't afford it all. >> i don't agree with that and i would go to any length to stop it. >>reporter: senator leno believes residents should be able to tax themselves to provide the services they want. in sacramento, abc 7 news. l california supreme court agreed in unanimous decision today that stores can no longer ask you for your zip code when you make a purchase. court ruled that asking for zip code violates state law that protects consumers from divulging personal fovrment identification information specifically. the decision stems from lawsuit filed against william sonoma 0one of many company whose clerk ask customers for the zip code in the check outline. court ruled it's part of a person address and is therefore covered by the credit card act. oakland police are investigating the sexual assault of a young boy. it happened in the bathroom of the

boy's -- boys and girls club long time well respected institution of course. according to the club president the reported victim in this case is brand new member. laura has the story. >> according to police it happened inside this bathroom at the boys and girls club on international boulevard. 7-year-old boy told his mother he was sexually assaulted by several other boys. police say there are more than 2 suspects under the age of 12. >> at this time we have assigned investigators from the special victim dwrount take over the case. case is a high priority to us and it's also highly sensitive case due to the age of both the victim and the suspects. >> young person who i learned just joined our club open the third of this month so about a week ago. >>reporter: stanley is the president of oakland's boys and girls club. >> there was no co-motion. staff were not alerted to anything out of the ordinary happening and so element of the

story that i have gathered, the young man went home. told hads mom what had happen. she took him to children's hospital and children's hospital called o p pd. >> had no problem here. >>reporter: neighbor of the club gloria garner says her grown son spent much of his childhood at the center. >> they need security here. after what happened. they have no security but writ now they happen they really need security here. because you never know. might happen again with the next child. >>reporter: while detectives enter view club staff, members of the nearby allen temple baptist church came to visit. >> our prayers are with the families of the child and our prayers are also with the perpetrators because they are misguided. >> i worked at boys clubs and i know that l it support the growth of the children and it has been a good place for children to come and express themselves. so it is just a painful thing for us to experience in this community. >>reporter: now early reports indicated that the club might have had surveillance cameras

new development in the up come perjury trial of barry bonds. federal judge -- federal grand jury cut the number of charges against him from 11 to 5 after a federal judge excluded key evidence in the case. prosecutors dropped 6 counts of making false statements to a federal grand jury about using steroids and other controlled substances. bonds now face only 4 count of lying to the grand jury and one count of obstructing justice. but each count carries the possibility of 10 years in prison. so keep that in mind. he pleaded not guilty and scheduled to stand trial march 21st. along the san mateo county coast some big waves surfers hoping a serious accident last

month may ultimately make them safer. they are pushing for improved rescue capabilities. wayne reports on what they want and why so much resistance. >>reporter: it is the case of near death giving an issue new life and multiple voices. >> it was a miracle. it was salute miracle what happened with jake. >>reporter: that's the mother of jacob. he's the surfer who nearly drowned in a rogue big wave off the maverick break last january 22nd. he's alive today because a photographer on jet ski saved his life. illegal jet ski we might add. that's the rub among surfers around here. >> there should be somebody throughout with big waves out there. of any height. >>reporter: now the catch 22. because maverick break is part of the gulf national marine sanctuary a place where illegal to operate jet ski with two exception. designated high surf day or if that jet ski is involved in a rescue. but january 22nd whatnot one of those days. >> can't be in position to

rescue unless you are there. about you are breaking the law to be in position to rescue. how do you justify. >> not in danger if you don'tgo. >>reporter: today the advisory council got an earful from local surfers and environmentalist who hope for a compromise. committee takes the position it is business conservation not rescue. the surfer mean time want certified volunteer force free from permit and regulations that keep their jet ski out of that water. >> nobody should break the law to save a life. all this red tape. waste of time. seems like come on everybody. let's just get it together. >> recognizing what the limitations are. recognizing you are taking a risk. also has to be factored in. we are trying to be very reasonable about this. >>reporter: reason in that they are talking and apparently listening. >> we have what we want. we wanted them to open up and say the word volunteer and we want to organize a volunteer rescue team that we already have actually but we want it to be legit. >>reporter: there is however

more chilly weather coming our way. 2 more cold frosty nights in store for us. mild afternoon through sunday and rainy pattern for next week. so this is how cold it is going to be tonight. drop down to 28 degrees in santa rosa. 29 in nap a.32 over at fairfield. 32 at livermore. we see numerous readings in the low mid 30's in the inland location. not only inland as a matter of fact virtually every location will see low in the 30's except san francisco and oakland which we see low in the low to mid 40's. let go on to the pacific satellite image. see large ridge of high pressure that has been sort of an anchor on our weather picture for several day now. and going to remain the dominant feature in our weather for a couple more days sunny dry conditions and mild afternoons right on through the weekend. but changes are heading our way. we have active jet stream with lots of rain maker traveling in our direction and rain begins for us on monday. valentine's day. then we have period of rain there after. forecast animation 5:00 o'clock monday morning by mid to late morning

one mainly player has refused to participate. 3 non-profit group targeted google for protest because it wouldn't provide a break down of the work force by race or ethnicity. >> the only way we can solve the problem is finding out what is your employment. what is your diversity and figure out are you really doing the right job. are you really serving the community. >>reporter: 12 out of 34 high tech company did respond including situations koshtion ebay and intel. the numbers indicate african americans are only 3 percent of workers. while making up 7% of the state population. latino made up 4 percent of the work force. yet they are 38 percent of the state population. company reported half of the work force was asian american while making up 20 percent of the bay area population. professor james lie director of ethnic studies at santa clara university says it appears foreign workers on visa were aggregated with asian americans. >> high tech workers from china and india into the asian american u.s. sample and that

>> good evening once again. jobs are on the way to the bay area. tonight how the peninsula is become ago popular corridor for good green employment. we get to that in a moment. but we begin the half hour with the headlines tonight. protest organizers in egypt are calling for an even bigger turn out tomorrow. the call comes after president mubarak refused to step down. instead he handed most of his powers to his vice president. in a statement president obama questions whether mubarak power shift to his vice president is a real sign of reform. state senator leno plans to introduce a bill tomorrow that would allow counties to raise license fees to fund local services. now if it passes counties could bump the car tax to as much as 2% where it was before former governor schwarzenegger cut it. california supreme court

ruled today that store can no longer ask you for your zip code when you are in the check out line. court says the state law protect cop assumer from divulging personal identification information and zip code falls under that category. headlines tonight. well, we have details tonight on the latest big player at solar technology moving to the bay area. sun edison develops solar power plant. the company is moving from maryland to the peninsula not far from headquarters. more on the minimum indication of this from lee ann. >> this will be sun edison new home in california. the company now based in maryland plans to transfer 100 employees to the new headquarters. the company has told the city of belmont the goal is to also ahead 400 new positions in the next few years. >> good for balance and great for peninsula in terms of job and great for california. >>reporter: sun edison develops and maintain solar power plants. company is still negotiating a lease agreement with the owner of the building.

ideas. >>reporter: while california continues to struggle with high unemployment rate, the silicon valley seems to be doing better. according to the california employment development department during 2010 jobs in silicon valley grew more quickly than the rest of the state. >> anything that brings in jobs and increases tax basis good but then on top of the fact that it is a green industry is great. >>reporter: and report show green job grew at faster rate in the silicon valley than the rest of the state. in belmont, abc 7 news. what is in the water? environmental protection agency said today it is launching an investigation into pollution level in the sacramento san joaquin delta. epa says the delta critical ecosystem on the brink of collapse now. the agency will focus on pesticide from farms and homes in the area. urban waste water and invasive species. normally when we report on big waves near half moon bay it

is news about the maverick surf contest or perhaps surf safety as we did earlier in the hour. but tonight there is a development proposal that is making big waves. plan is to build affordable housing for the developmental disable and big office complex to help cover the cost. and it is dividing a normally peaceful community. >> on sunny weekends the little town of princeton by the sea is crowded with tourists. they come for the seafood and the scenery and just to be near the spot where giant waves draw surfers from all over the worl world. in many ways life on the central coast of san mateo county is ideal. but not if you are a young adult with a developmental disability. >> lack of jobs. lack of affordable housing. lack of care. when the parents get old and parents die. >>reporter: jeff 22-year-old daughter elizabeth is autistic t.he's a coach on her special olympic team. many of the young adults on the team have grown up together. >> about my handsome oldest son

patrick. he's almost 25. >>reporter: most team members still live with their family. many are eager to move out. >> be away from my dad for one. so i can see all my friends and we can have fun. >>reporter: great dreams. but there is almost no housing in the area for people with developmental disabilities. so jeff pack who also happens to be a contract or decided to build some. >> live work community. place for a gym. dining room for educational programs for those developmental disability. >>reporter: jeff and a partner own the property in princeton by the sea. they want to turn it into the big wave wellness center. model community for 57 disabled adults and their care takers. they promise state of the art green buildings. organic farm. 80 jobs for disabled people. then to support the wellness center financially they want to build a commercial office park next door. >> create a vibrant center of commerce which benefit local

community which creates more jobs and more revenue for the wellness center. >> reporter: the poll here in the field show the sides of the building. 3 story building in the back. 2 story buildings are on the front. >>reporter: plans being blasted by a long line of critic who say they want to help the disabled but this project is just too big. the committee for green foot hills has been tracking development in the area for 30 years. >> this is the largest project by far that they have ever considered. about the 225,000 square feet of office space would double the amount of commercial and office space on the coast south of pacifica. >>reporter: from sky 7 hd you can see the field where the big wave wellness center and office park would be. opponent say the development would violent zoning rules. that it is too cholesterol to the airport across the street. and would bring too much traffic to narrow roads. there's a mobile home park just to the north and the homeowner association is fighting the plan. >> the buildings are grocery out of scale with the surroundings. height of the

buildings. they are going to rise up right in the middle of this continuous open space. >>reporter: supporters and critic of the big wave project disagree on virtually every point. county planning commission has sided with developers voting to okay the project. so now opponent including the sierra club and surf rider foundation are appeal to the full board of supervisors. the appeal says the environmental impact report was not adequate. one big concern is a sensitive wet land that used to extend on to the big wave property but now stops just at the edge. >> wet land are very valuable area and we have very few left up and down the state of california. >>reporter: developer say they will restore the wet land on 40 percent of the property. but critic believe the marsh would come back better if the development was a lot smaller. and while the 2 side fight it out, clock is ticking. people who want to live in the big wave center. >> i love to be with her all her life but we don't know when we are leaving so we need to
